Flint and Steel is a vanilla item, used to ignite blocks by right clicking them. Flint and Steel is used in several Tekkit recipes including the Destruction Catalyst.

If you put it in the top and bottom left it will craft one Flint and Steel (with the same ID# and EMC). Note that this works no matter the health of the Flint and Steel you use, so you can turn two almost used up ones into a new one.
